American Shorthairs are purebred pedigreed felines recognized by the Cat Fanciers' Association (CFA) and other registering bodies for cats.
Domestic Shorthair is a name given to a Heinz 57 variety of cat that is not purebred. Vet clinics use DSH a lot on their paperwork for cats of unknown origin.
A DSH might very well resemble a ASH just as some pointed cats remotely resemble purebred Siamese.

"Domestic short hair" is not a breed of cat so much as a designation used by vets, shelters and rescue groups to identify cats of unknown origins. Generally the designations used are DSH (domestic short hair), DMH (domestic medium hair) and DLH (domestic long hair). As you can see they are going only by the length of the hair.
A purebred American Shorthair cat could be found as a stray and be labelled as a domestic shorthair cat by a rescue group or shelter simply because the origins of that cat are not known. Hopefully, though, they would search for a tattoo or microchip and thereby identify the cat's rightful breed and owner.
